Insurance Must for Foreign Students in Delhi University

Announcement by Delhi University Foreign Students Registry has declared that All the Foreign students must have some medical insurance, having evacuation clauses, before joining the University.

In a notification on DU website, students have been adviced to seek admission and provide medical insurance papers, to be eligible to pursue courses in India's premier university.

Domestic Workers to Get Cover Under RSBY in Haryana

The Haryana state government has announced to provide health insurance cover to domestic workers under the Rashtriya Swasthya Bima Yojna (RSBY). Under the scheme, domestic workers will get the benefit of cashless health insurance cover of Rs 30,000 per annum for a family of five on family floater basis.

In addition, all pre-existing diseases will be covered, including hospitalization expenses, taking care of most of the illnesses, maternity benefits, transportation cost of Rs 100 per visit (maximum of Rs 1,000 per annum), said a spokesperson of ESI health care department.

The scheme, which is being run by the Central government in association with the corresponding state governments, the Centre contributes 75% of the annual premium while the remaining 25% is borne by the concerned state government. The smart card cost of Rs 60 is borne by the Centre.

As per the Central government, domestic worker is a person who is employed for remuneration whether in cash or kind, in any household through any agency or directly, either on a temporary basis or permanent, part-time or full-time to do the household work but does not include any member of the family of an employer. He/she should have been have completed 18 years of age.

For identification of domestic workers, a certificate by registered Residents' Welfare Association to the effect that a person is working as a domestic worker in the area; employer certificate; certificate from a registered trade union or a police verification certificate would be treated as evidence.

RSBY health insurance scheme launched in Arunachal

Rashtriya Swasthya Bima Yojana in Arunachal

Chief Minister Nabam Tuki launched the The Rashtriya Swasthya Bima Yojana (RSBY), a health insurance scheme of the Centre for people living below poverty line in Arunachal Pradesh. The scheme was launched in a function in presence of his ministerial colleagues and other government officials.

Highlighting the scheme, Tuki said that it would help provide quality healthcare to all the beneficiaries which will help bring down the mortality rate. He also informed that the service providers, the Royal Sundaram Alliance Insurance Company limited had already signed MoU with the state government and would provide health insurance cover under the government sponsored RSBY to the BPL families in the state.

RSBY is a unique scheme which empowers the card holder to get cashless treatment from all RSBY network hospitals across India. The scheme covers hospitalization expenses of a BPL family of five members for up to thirty thousand rupees. The company has empanelled 9 hospitals in the state including Papumpare, East Siang, West Siang, Lower Subansiri, West Kameng, East Kameng, Changlang, Lohit and Tirap. The beneficiaries of RSBY can choose to go to any network hospitals in any districts in India and the benefits can be availed by producing the smartcard at the hospital. Approximately forty thousand BPL families are expected to get benefitted by the scheme in the state. Initially ten districts out of total 17 have been selected for the scheme, while the rest would be included at a later stage, Tuki said.

Government is planning a national health entitlement card (NHEC) for every citizen

Working towards its aim of providing free healthcare to all, the government is planning a national health entitlement card (NHEC) for every citizen that will guarantee access to a package of essential primary, secondary and tertiary healthcare fully funded by the Centre.

The proposal, finalized by a high-powered expert panel of Planning Commission, talks of covering both in-patient and OPD services free of cost with cashless facility. The health package will focus on the most common and high-impact healthcare requirements.

While the Centre will bear the cost of services offered under the national health package, state governments can add more services at their own cost. The health services can be availed through public sector and contracted private facilities, including NGOs and non-profit agencies.

Service providers, be it public or private, who accept the health card will not provide any services to those willing to pay additional fees either out-of-pocket or through their privately purchased insurance policies. This is being done to keep away those who can pay to avail health services.
